The City of Philadelphia wants to help you grow your financial health. For years, we've invested in local partnerships across Philadelphia to connect residents with safe and trustworthy financial help.
The Financial Empowerment Toolkit brings together resources from across the City to help residents achieve their financial goals. Many of our resources are available to residents in any income bracket.
The toolkit can help with things like:
- Applying for a mortgage and buying a home.
- Getting out of debt.
- Saving or investing money.
- Claiming tax credits.
- Opening a bank account.
- And more!
This initiative is led by the Office of Community Empowerment & Opportunity.




The OnePhilly Mortgage Program is coming soon!
Mayor Cherelle L. Parker's new One Philly Mortgage Program aims to make homeownership affordable and accessible for all Philadelphians. The application isn't available yet, but you can still find resources on how to build credit and get ready to take on a mortgage.

Claim Your Money PHL
The Earned Income Tax Credit (EITC) and Child Tax Credit (CTC) are programs to give money back to eligible Philadelphians. Learn more about the tax credits and find organizations that can help you claim them.
Community Legal Services (CLS)
CLS offers free legal help to low-income Philadelphians. They can help you with legal cases involving mortgage issues, credit and identity theft, consumer scams, debt collection, and more.

How Money Smart Are You?
"How Money Smart Are You?" is a suite of 14 games and resources about everyday financial topics. It's based on the Federal Deposit Insurance Corporation (FDIC)'s Money Smart program.
